Licensure Supervisor Quit Mid-Hours: Your Hours and Your Clients

What happens to the hours you already logged?

They usually survive the departure. Boards count documented supervised experience, and the document is the thing that carries it. Texas, answering an associate who did not finish the hours on time and must reapply, states that experience hours already completed carry over toward the new license, on the condition the board words as "if there is appropriate record submitted to the board" 1. That condition carries the weight: hours whose only record was the supervisor's own memory are the hours that vanish.

California puts a deadline on the same idea from the other end. The Supervision Agreement that a supervisor and supervisee both sign has to be completed by both parties within 60 days of the commencement of supervision, and the board states that failing to comply with a supervision requirement may result in the supervisee losing hours of experience 2.

The amount at stake is the reason to check the paperwork first. Illinois requires at least two years of full-time supervised experience, or the part-time equivalent, for the clinical professional counselor license, where one year equals 1,680 hours, for 3,360 total, with an average of at least four hours a month spent in supervision 3.

Which of these rules applies to you depends entirely on the state whose license you are working toward. Ask for a countersigned copy of every supervision log you hold, in writing, while the departing supervisor is still answering email.

Can you keep seeing clients before a new supervisor is approved?

In several states, no. Virginia's regulation is the flattest version: supervision that is not concurrent with a residency will not be accepted, and residency hours will not be accrued in the absence of approved supervision 4. Texas states that an LMFT Associate may not practice without supervision, and that staff may not issue the associate license until a Supervisory Agreement Form is submitted and approved 1.

New York works from the permit instead of from the supervisor. Practice without a limited permit is not allowed there, and the state says any experience obtained without a limited permit may not be acceptable for licensure 5. The mechanisms differ, and the result for a clinician mid-hours is the same: the calendar keeps moving and the hour count does not.

None of these documents settles who covers the caseload in the interval. Board rules speak to hours and to licensure, and they are silent on the clients sitting on next Tuesday's calendar. A common arrangement in agencies and group practices is to route open cases to another licensed clinician for the gap and to tell those clients in writing that supervision has changed. Read your licensure supervision contract before assuming your setting will do it that way: many name a notice period, and some name who keeps the clients.

If clients pay you directly, the gap also reopens the separate question of supervised hours under direct client payment.

The paperwork a supervisor change takes

Usually two filings, and the second belongs to the supervisor who is leaving. Texas is explicit that an associate moving to a new supervisor must submit a new Supervisory Agreement Form with the new supervisor's current renewal card, and must also ensure the previous supervisor provides written notice to the board that the supervisory relationship has ended 1. The outgoing filing is the one that gets forgotten, because it belongs to somebody who has already left. Ask for it in the same conversation as the resignation.

California treats a short absence and a long one differently, and the line is drawn in days. When a supervisor becomes temporarily unavailable, alternative supervision must be arranged, and the substitute supervisor has to meet all of the board's required supervisor qualifications, sign the weekly log and sign a Supervision Agreement with the supervisee 6. If the substitute will be supervising for more than 30 consecutive calendar days, a new supervisory plan is required, along with a separate Experience Verification form signed by that substitute. At 30 consecutive days or fewer, no new plan is required and the regular supervisor may sign an Experience Verification form covering the experience gained under the substitute.

No document here names a deadline, in days, for telling a board that a supervisor has gone. Texas requires the outgoing supervisor's written notice and puts no window on it. Treat a missing deadline as a reason to file in the same week rather than as room to wait.

Five boards, five different answers

The answers diverge enough that a colleague in the next state cannot tell you yours. Five state documents answer the same three questions differently: whether hours already logged carry over, what happens to accrual during a gap, and what has to be filed.

Your own board's version sits in two public places. The rule is in the state administrative code, under residency, associate or limited-permit requirements, which is where Virginia's sentence about accrual lives. The procedure is on the board's site, under a supervision page or a forms index, filed as a supervisory agreement, a change-of-supervisor notice or a verification-of-experience form. Search that site for the form name instead of for the situation, because boards index forms and almost never index the phrase your supervisor just quit.

Every rule quoted here is the version its board published as of September 2026, and boards revise these pages without notice. Two questions come up while hunting a replacement and are cheaper to settle before signing: whether the board accepts an out-of-state or video supervisor, and what supervision toward licensure costs where you practice. If the supervisor who left will not sign

One state in this set publishes a fallback. New York provides that where the actual supervisor's attestation of experience cannot be obtained, the department may accept an attestation of the duration and frequency of the supervised experience and of the qualifications of the supervisor, submitted by a licensed colleague 5. That is permissive language, it belongs to New York's mental health counseling license, and no other document here offers an equivalent.

Everywhere else the leverage is the record already in your hands. California's Supervision Agreement is held by the supervisee until the licensure application rather than filed with the board 2, so the copy in your drawer is the copy the board eventually reads. Keep the logs, the signed agreements and the dated emails in one folder you can still open after you leave.

Ask the departing supervisor to sign a verification for the hours completed to date before the last day, and ask in writing. Getting the same signature six months later means finding someone whose work email no longer exists.

The first week after the notice

Five things move at once, and four of them are documents. The order below is written for a clinician who found out on a Friday, and it puts the two irreversible items first: the hours already earned, and the clients on next week's calendar. Nothing here substitutes for your own board's instructions, which control wherever they differ from this page.

1. Pull every supervision log and verification form you hold, and get the departing supervisor to sign for hours completed to date before the last day. 2. Open your board's supervision page and search it for the words change of supervisor. Note which forms it names, who files each one, and whether the outgoing supervisor has a filing of their own. 3. Ask the board's licensing unit in writing, through the contact form on its site, what happens to hours accrued between supervisors. A written answer can be attached to an application later; a spoken one cannot. 4. Settle with your practice setting who covers the open cases, and tell those clients in writing that supervision has changed. Where the board bars unsupervised practice, that decision cannot wait for the paperwork. 5. Line up the replacement first, because a supervisory agreement needs a named supervisor holding a current license and cannot be filed without one.

Save the board's written answer in the same folder as the logs and the verification forms. That folder is what the licensure application gets built from.
