How to Apply for 103 NP Certification With the California BRN

What Does the BRN Require Before You Open the Application?

Four statutory items and two board-level checks. Statutorily, BPC §2837.103(a)(1) requires a passed national NP board certification examination, current certification from an accredited national certifying body recognized by the board, documented education consistent with board standards on clinical practice hours, and the completed California transition to practice of three full-time-equivalent years or 4,600 hours 3.

The board adds two practical gates in its own instructions 1. First, "Legacy or Retired National Certifications will not qualify" — and you file one 103 application per national certification for which you completed a transition to practice. Second, before proceeding, verify that your national certification "is currently recognized as a population focus (CCR 1481(a))."

Have your national certification's original issue date to hand; the application asks for it specifically, and the instructions flag that the certificate issue date "must be your original issue date" 1. The hours themselves are covered in the 4,600-hour transition to practice.

How Do You File the 103 Application in BreEZe?

From there the sequence runs: introduction, Information Privacy Act agreement, function suitability questions, application questions (where you answer No until your category/specialty appears, then Yes), name and personal details, address detail summary, then the national certification block — where answering "No" to the certification questions ends the application 1.

The provider block is the substantive one. You add each attesting physician and surgeon, verifying their information first on the Department of Consumer Affairs License Search, and noting that "the California Licensee's credential is the letter that immediately precedes the license number" 1. The board then checks that "the overall total hours associated with ALL providers entered on the application must add up and be equal to or greater than 4600 hours" 1. If you are short, you add another provider.

How Does the Transition-to-Practice Attestation Work?

It happens after you submit, and it is out of your hands. Once the application is filed and you have identified your attestors by license number, BreEZe sends each of them a system-generated email; they follow the link into a portal showing the hours you claimed and then approve, disapprove, or partially approve them 2.

Who may attest: a licensed physician and surgeon, a Doctor of Osteopathy, a 103 NP, or a 104 NP 2. Under BPC §2837.103(a)(1)(D)(ii)–(iii) the attestor need not specialize in your category and attests only to completion of the transition to practice — not to competence or clinical expertise 3. They are shielded from liability for attesting or refusing to attest unless the attestation was produced fraudulently 3.

Two board constraints to plan around: the attestor "cannot have a familiar or financial relationship with the applicant," and attests under penalty of perjury; the BRN investigates complaints about reported hours or attestor relationships through its enforcement process 2. Choose attestors who can be reached — an unanswered email is a stalled application, and nothing in the published process lets you substitute a document for the attestation.

What Does the BRN Not Publish About This Application?

More than you would expect, and saying so is more useful than guessing.

No forward-looking processing-time estimate. The BRN's Processing Times page, whose certification table was updated 21 July 2026, lists target or mandatory timeframes for Nurse Practitioner, Nurse Practitioner Furnishing, Nurse-Midwife, Nurse-Midwife Furnishing, Nurse Anesthetist, Clinical Nurse Specialist, Psychiatric/Mental Health Nurse and Public Health Nurse certifications. It carries no row for the 103 NP or 104 NP 4 — so there is no target timeframe you can hold the board to while your file is open.

But retrospective averages do exist, once a year. Table 7a of the board's sunset report publishes average application process times for the 103 NP: 35 days in FY 2022/23, 78 days in FY 2023/24 and 35 days in FY 2024/25 5. That is a real, citable number — a look backward at closed cohorts rather than a commitment about yours, and worth knowing before you accept anyone's guess.

No approval-rate or denial-reason publication. The board does not publish why 103 applications are denied or returned.

No fee schedule entry. The BRN's AB 890 FAQ states directly: "Currently, there is no fee to apply for certification as a 103 NP" 2.

The same table carries the volume: applications received of 2,896, 1,837 and 1,935 in FY 2022/23 through FY 2024/25 against certifications issued of 843, 1,030 and 849, with 366 pending at the close of FY 2024/25 5.

Where Do Applications Realistically Get Stuck?

The board does not publish a stall-reason list, so this is drawn from what its own instructions single out rather than from any dataset.

  • National certification verification. The BRN requires proof of national board certification "through primary source data" from the certifying body 2. If you see the message that the board has not received proof of current and active national certification, the instructions direct you to your certifying organization to have it sent electronically to the board's advanced-practice documents address 1.
  • A legacy or retired certification. These do not qualify, and no attestation cures that 1.
  • Hours that do not total 4,600 across entered providers. The application will not clear the provider block until they do 1.
  • A mis-entered physician credential. The instructions call out the credential letter immediately preceding the license number on DCA License Search 1.
  • An unresponsive attestor. The approval is theirs to give in the BreEZe portal 2.

None of these is exotic. All of them are avoidable before you submit.

What Do You Still Need After the Certificate Arrives?

Certification is one credential among several, and the others do not move automatically.

A furnishing number, if you do not already have one — the BRN is explicit that 103 certification "does not automatically provide furnishing authority," and Schedule II furnishing additionally needs the required pharmacology content plus federal DEA registration 2. The consumer notice, which SB 1451 kept rather than removed: a conspicuous posted notice naming the Board of Registered Nursing — at least 48-point Arial per the board — plus notification to all new patients, in a language understandable to them, that a nurse practitioner is not a physician and surgeon (BPC §2837.103(d), (f)) 23. The statute says "inform"; the BRN's published guidance frames it as verbal notification 2. What the board may not require is the separate statement that a patient has a right to see a physician and surgeon (BPC §2837.103(e)) 3. Professional liability insurance appropriate for the practice setting (BPC §2837.103(h)) 3.

Payer-side credentialing is an entirely separate track from BRN certification and is unaffected by it — see credentialing and insurance credentialing. And if the reason you are certifying is to eventually leave a physician-staffed setting, the next rung is 104 certification.

Common questions

The BRN's AB 890 FAQ states that there is currently no fee to apply for certification as a 103 NP. Note the word currently — it is the board's own qualifier, and fee schedules change. Check the board's fee schedule and the application screens before assuming the position still holds when you file.

Not as a forward-looking target — the BRN's Processing Times page carries no row for the 103 NP. It does publish retrospective averages in its annual sunset report: Table 7a gives average process times of 35 days in FY 2022/23, 78 days in FY 2023/24 and 35 days in FY 2024/25. Those describe closed cohorts, not a commitment about your file.
