IndexNow tells an engine that a page changed and nothing more. Whether the page may be fetched, and what may be shown from it, is settled in robots.txt and the meta tags checked above.
Step one: verify the site in Bing Webmaster Tools and submit the sitemap

Step three: announce one URL per change, and leave the rest to the crawler
Send a submission when a page is created, materially changed or removed, one URL per event, at the time it happens. A changed hours line on the contact page, a new service page, a retired location page: each is one submission. What earns nothing is resubmitting the whole site on a schedule.
